Preamble

We, the members of DAOGov.World, unite to establish a decentralised, transparent, and democratic governance system that empowers all individuals to participate directly in decision-making processes. This constitution serves as the foundation of our commitment to human rights, equality, sustainability, and the protection of our shared environment. Together, we strive to create a more just, equitable, and inclusive world through permissionless governance.

Article I: Founding Principles

1.1 Equality and Non-Discrimination

All individuals participating in DAOGov.World are equal and shall be treated with dignity and respect. Discrimination of any kind, based on race, colour, gender, sexual orientation, religion, nationality, disability, or any other status, is strictly prohibited.

1.2 Transparency and Accountability

DAOGov.World is committed to maintaining the highest levels of transparency and accountability. All decisions, actions, and processes within the platform shall be open, documented, and accessible to all members.

1.3 Direct Democracy

DAOGov.World operates on the principles of direct democracy, where every member has the right to participate in decision-making processes. Policies and decisions are determined by the collective votes of the members.

1.4 Human Rights and Social Justice

The protection and promotion of human rights and social justice are central to DAOGov.World’s mission. All actions and policies shall reflect this commitment.

1.5 Sustainability

DAOGov.World is dedicated to environmental sustainability and the responsible use of resources. All policies and initiatives must consider their impact on the environment and future generations.

1.6 Peace and Security

DAOGov.World supports the promotion of peace and security, ensuring that all members live free from violence, oppression, and fear.

1.7 Anti-Colonialism

Imperial colonialism and any form of political or economic dominance over others are strictly prohibited within DAOGov.World. The platform stands against all forms of imperialism and supports the sovereignty of all peoples and nations.

Article II: Governance Structure

2.1 Membership

All individuals are eligible to join DAOGov.World, provided they agree to uphold the principles outlined in this constitution. Membership grants the right to participate in all governance activities, including voting and proposing policies.

2.2 Voting System

DAOGov.World operates using a decentralised voting system, leveraging blockchain technology to ensure transparency, security, and accuracy. Each member has one vote per issue, and decisions are made based on the majority vote, with safeguards to protect against decisions that could harm infrastructure or violate core principles.

2.3 Elected Representatives

While DAOGov.World emphasises direct democracy, representatives may be elected to oversee specific functions or committees. These representatives are bound by the outcomes of votes and are accountable to the membership. They must resign if they fail to act in accordance with the will of the members.

2.4 Smart Contracts

All transactions, agreements, and policy implementations within DAOGov.World are governed by smart contracts. These contracts automatically execute the terms agreed upon by the members, ensuring compliance and reducing the need for intermediaries.

Article III: Policy and Legislation

3.1 Policy Proposal and Review

Any member can propose new policies or amendments to existing ones. Proposals must undergo a review process that includes public discussion and voting. Policies must be reviewed periodically to assess their effectiveness and relevance.

3.2 Legal Compliance

All policies and actions within DAOGov.World must comply with international human rights standards and applicable legal frameworks. The platform will work to adapt its processes to meet the legal requirements of different jurisdictions.

3.3 Overriding Clause for Infrastructure Protection

If a majority vote results in a decision that negatively impacts the sustainability or financial viability of essential infrastructure, the decision may be overridden in accordance with this constitution. A review process will be initiated to find alternative solutions that align with the will of the members while protecting critical assets.

Article IV: Rights and Responsibilities of Members

4.1 Rights

Members of DAOGov.World have the right to:

  • Participate in all governance processes, including voting and policy proposals.
  • Access information and records related to governance decisions.
  • Express their views freely, without fear of censorship or retaliation.
  • Privacy and protection of their personal data.

4.2 Responsibilities

Members are responsible for:

  • Upholding the principles of this constitution.
  • Participating actively in governance processes.
  • Respecting the rights and views of other members.
  • Ensuring that their actions and decisions contribute positively to the community and the environment.

Article V: Amendment Process

5.1 Proposal of Amendments

Any member may propose amendments to this constitution. Proposed amendments must be supported by a minimum number of members to proceed to the voting stage.

5.2 Voting on Amendments

Amendments to the constitution require a supermajority vote (e.g., 66% or more) to pass. Once passed, amendments take effect immediately unless otherwise specified.

Article VI: Dispute Resolution

6.1 Dispute Resolution Mechanism

A transparent and fair dispute resolution mechanism shall be established to address conflicts between members or between members and the governance system. This mechanism may involve mediation, arbitration, or other forms of conflict resolution.

6.2 Final Authority

The community, through collective voting, holds the final authority in resolving disputes. All decisions must be aligned with the principles and objectives of DAOGov.World.

Article VII: Dissolution

7.1 Conditions for Dissolution

DAOGov.World may only be dissolved through a supermajority vote of its members. In the event of dissolution, all assets, records, and intellectual property shall be managed according to the wishes of the community, with priority given to the protection of members’ rights and interests.

  • Smart Contracts: Automated smart contracts will govern the execution of policies and transactions, ensuring that all actions align with the outcomes of votes and comply with legal and ethical standards.

  • Cybersecurity: Comprehensive cybersecurity measures will be implemented to protect the platform from attacks, ensuring the integrity and security of all data and transactions.

2. Governance Processes

  • Voting Mechanism: A user-friendly, secure voting mechanism will be provided, allowing members to participate in decision-making processes easily. Voting will be transparent, and results will be publicly accessible.
